The above named department is one of the Service Departments charged with the responsibility of overall administration and custody of the income and expenditure profile of the Council.
The Department also liaises with Federal, State or Local Government or its Agencies and Individuals or groups or Companies relevant to it to ensure smooth operation of the Council.
The department is structured on two major divisions: Administration and Finance.

The Administration Division is currently headed by a Chief Administrative Officer.
The Division is further subdivided into sections, units etc. The major responsibilities of the Division are among others:

• Making submissions and preparing draft letters on specific matters
• Preparing minutes of meetings
• Initiating the preparation of draft memoranda, speeches and reports
• Preparing annual estimates of revenue & expenditure
• Personnel management functions ie. Recruitment, Promotion, Discipline, Dismissal, etc
• Project Analysis
• Investment management
• Management services
• Initiating and Co-ordinating
• Training programmes
• Purchases and supply matters
• Assisting on formation, execution and review of policies
• Maintenance of Office and Residential Equipment
• Maintenance of Office and Residential Buildings, etc.


The Division is equally subdivided into sections, units, etc. The major responsibilities of the division are as follows:

• Preparation of Final Accounts, ie. Income and Expenditure account and balance sheet
• Maintenance of Control accounts, ie. Revenue/Investment; loans and advances
• Preparation of Yearly Budget
• Maintenance of Vote books, preparation of monthly expenditure returns (Recurrent and Capital), and Assets Register
• Cash matters, ie. Cash receipt and payments, Bank Statements etc
• Preparation of Wages/Salaries
• Preparation of payment vouchers
• Stores matters, ie. Receipt and issue of stores
