The Department is the in-house work-horse of the Council. It gathers all the data and information used for planning purposes through surveys, monitoring and evaluation etc, to enable the Council fulfill some of its key statutory roles such as sugar policy articulation and advocacy, provision of up-to-date information on the sugar sector to all stake-holders and liaising with relevant local and international sugar organisations. In addition, the Department is responsible for the preparation of the Council’s annual budgets, annual reports, information brochures etc. |

Functions of the Planning department include the following:
• Formulation of Policies that will bring about the development of the Sugar Sub-Sector
• Monitoring and Evaluation of Sugar related projects
• Liaison with International Organization on Sugar related matters.
• Preparation of Council’s Annual Budget and Rolling Plan
• Preparation and production of Annual Reports, brochure and any other documents as may be appropriate.
• Secretariat of Council’s Tenders Board
• Collection, collation and analysis of Sugar related data and information
• Monitoring of Ports (Land and Sea Ports) to ascertain level/quantity of sugar importation, prices and other related matters
• Conduct of Annual Survey to ascertain sugar consumption by both the domestic and the industrial sector of the Nation’s economy
• Coordinate Economic Research activities relating to production, consumption and marketing of sugar in Nigeria
• Responsible for maintaining information data Bank
• Maintaining and supervising the operation of a well stocked Library in the Council
• Responsible for coordinating the activities of Liaison Offices in Lagos, Port Harcourt and Calabar
• Organising and coordinating participation of Council at Public Enlightenment programmes and activities such as attendance at Trade Fairs and Exhibitions both within and outside the Country
